Hi,

Earlier between 1997-2003 I worked in US with H1B and I dont have any valid H1B on my passport. Now if I were to apply for H1B thru a company, will my application come under H1B quota ? Is there any exception because I am an old H1B candidate ?

Yes it will be subject to fresh H1 cap. No special exception just because you were earlier on an H1. The only benefit is that you already have an SSN.
