Will change of role affect visa to go under subjective cap

Hi All,
I had my H1B visa for the role of computer programmer stamped in 2013 and it got expired in september 2013. My company did not use the visa. Now for the year 2014 my company is asking me to apply for H1B visa under a different role 'Web Developer'. So will a change in role like the above will lead to my visa application come under the cap limit. Thanks in advance for your help
