Can my wife (F-2) reenter US before my OPT ends?

My wife will travel abroad US in March and come back in June, my OPT will ends in Sep, and we will apply H1B and H4.

I know she may not be able to do "change of status" but can she reenter US with F2 visa? Since I still have valid F1 status then.
