H-1B transfer from empA to empB

Hi,

I have recently entered the US on H-1B (approx 1 month ago) through emp A. Now I want to change emp's. Is it necessary for me to have paystubs for a transfer? I have not yet started to work as empA staffing company and it is still searching for projects.

On H1 if you are not being paid and not on genuine leave you are technically out of status.

On what basis did the so called staffing company get the H1 approved in first place when they didn't have any work for you? Without paystubs you would not be able to do a transfer.
