H1b transfer

My H1B petition was approved in 2013 and I have not got my visa stamped.As there are no roles the company has asked me to resign from the organization.And they are not ready to share any information related to the petition.Not even the receipt number.

Now I want to transfer H1 to another company.But I dont have any details related to my previous petition.

So is a H1 transfer possible in this case?Please provide your inputs.

Without the previous approval notice or a receipt number it will be not possible. Though I heard about the possibility of getting the petition details through Freedom of Information Act (FOIA) but I don't know if any one had success in getting it so.
