H1B Stamped not in USA yet.Can i Transfer my H1B ?

Hi

I have 10 years of IT experience and my H1B got stamped in India in Nov 2013.My employer could not find any assignment in USA so I never traveled to USA,but I am getting offers to join as W2 on Full time.Can i join new company by transferring H1B ?
Please clarify my question

Any willing employer can file a cap exempt H1 petition with an immediate start date. Once the petition is approved you can travel with it. You dont need to go for new visa stamping too.
