L1 to H1 premium

Hi, I'm working with company A on L1B and planning to apply for H1B through company B. Is there a premium processing for L1 to H1 change of status. So that I can start working for company B asap, or do I still have to wait till Oct 1st?

If it is fresh H1, you would have to wait till it is approved and if approved a fresh H1 can start only from 01-Oct-2014 or later.
