H1b and Export License

Hi experts,

I am on H1B and a new employer is hiring me, but has to apply for the Export License too. I was wondering if they will transfer my H1 after they get the license or before. If before, what happens in terms of work and paychecks before they receive the export license. Any input would be highly appreciated.

Export License is one of the documents. Advisable to join only after the approval notice is received.
