Consultant sponsoring H1 but not asking for previous employer experience certificate

I am currently on H4 status in USA and planning to get H1 through a desi consultant. They have agreed to sponsor my H1 and asked me the list of documents ,but that doesn't have previous employers experience certificate (though I have 9 years of software experience).
Does this ring bell? Does this looks like some fraud? or H1 petition can be applied without experience certificates?

Help regarding this will be highly appreciated.
