Need help urgent!!! H4 to H1 visa conversion

Iam currently in H4 and I applied for my H1 on May '05. It is not yet approved (Vermont centre). The website says that it would take a maximum of 150 days for the Visa to get approved. My 150 days ends with Oct end, and iam pretty much sure that it is not going to get approved by then. Is there any way for me to track my petition. The customer service is useless. Will I get any intimation letter from USCIS after Oct end or should I contact them by some means?

Is it possible to withdraw the H1 petition now and get back the money from the govt? Iam asking this just for the sake of knowing it.

you will get a letter stating approval or rejection on the same.

And i don't think you can get your money back but you can try sometimes it may work.
