NOIR and H1B transfer - Questions

Hi,

I am currently working in US on H1B. Recently my employer received an NOIR from USCIS for my petition.

So I am planning to transfer my H1B with a new company. In this context I have following questions

1. What is the difference between H1B cap exempt petition and H1B transfer petition?

2. If i apply for H1B transfer with the new company.. what does transfer
mean here.. is it a just like new petition or something different?

3. Do I have to inform the new company about by current NOIR status?

Please clarify. Its urgent.
