H1B visa Portability (in india)

hi everyone.

Seeking help to understand possibility of approval of H1B petition in case of exsiting H1B visa .
I have approved H1B (i-797B) valid sept 2008 - sept 2011 . never went for stamping since . what possibility to file trasfer H1 under nonquota for 2014 ? is that will expire before sept 2014 (6 year limit ) ?
