Can H4 is eligible to apply for schools with out F1

My wife joined me with H4 and is interested to persue higher education. Could some one tell me whether she can attend the school with H4 or she need to get F1.

If, F1 is mandatory, then should she go back to India to get it stamped or can we do the change being in US.

What if, they reject F1 in India. Can she travel back to India with the old H4 or she will loose both.

She can attend school with H4 visa.

If she wants to work part time while attending school, she needs F1 visa. Otherwise, no need.
