Both H1 and H4 stamped

Hi,

Last year I got H4 stamped and this year I got my passport stamped with H1. My employer promised me to find an assignment near to my spouse's location but now they are unable to find any.
I am planning to fly on H4.

1) Do I need to come back to India if I get any job there or I can file my Change of Status from there only?
2) Do I need again go for VISA Stamping?
3) Should I even fly on H4 or not?
