H1b transfer after I-140 approval

Hello - I am currently on h1b visa which started out in 2004 and have my I-140 approved. In 2010, I ran out of my 6 years of h1b but was given another 3 years of extension since my I-140 is approved. My current h1b expires in September 2014.

I am looking to switch jobs to another company.

1. Can my new employer file for h1b transfer if I switch jobs before September 2014?

2. With a new employer will I still continue to get 3 years of h1b extensions since my I-140 is approved.
