Refiling H1 from different employer

My H1 was filed from my previous employer and LCA application was accepted from immigration dept but withdrawn before petition approval in 2012.
So Can i file new petition with different employer without participating in Lottery by referring previous USCIS number ?

Refiling H1 from different employer

H1 transfer can be possible only for previous approved H1 petition with in 6 years.

This is my opinion
