Will it be possible to transfer a CAP Exempt petition to another employer without paystubs. Are there any limitations for H1B Transfer on CAP Exempt Quota.

It would not be possible as a COS (by staying in US). May be as consular process.

Yes as long as you have been cap counted in last 6 Years or were in valid H1 status in US in last 6 Years.
