Expiry of H1-B petition

Hi All,

Currently I am in India working for ABC company . I have valid stamped H1-B till Sep-2014. I have never been to US.
My current employer don't have any requirements for US now a days. I have few queries regarding my H1-B :

1. Can any other company or consultant initiate the transfer of my H1-B? If yes, May I know the list of companies and consultants?

2. Can I give interview for US company from India ?

3. My petition is valid till 30-Sep-2014 only. Once it expire do I need to start the process all over again from the beginning or it can be further extended ?

4. Is there any time limit given by USCIS for extension of H1B petition before visa get expired?
