I am on L1B now and my employer has successfully petitioned for a COS to H1B starting from Oct 1. Another company is willing to hire me now. Can they file for another H1B and have me start working before October? Do I have to wait till Oct for the H1B to kick in and then transfer?

I am not a senior member, but one of my friend had similar experience, so i would like to reply.
Since you are on L1, you will be eligible for H1B quota from Oct1. If another company is willing to hire you, they can file H1B petition now, based on the approved H1B that your current employer filed, proving that you already got the H1B quota. And you don't need H1B pay stubs since you didn't start working on H1B.
But the important thing is, you can start to work for the new employer only from Oct1.
Otherwise you can start working on H1B from your current employer from Oct1 and then with that pay stubs you can transfer the H1B to new employer.
