The W2s are usually generated only after the end of each year. The consular officer will want to see pay-slips for atleast the last 3 months of employment preceeding the H4 visa interview. If there are any gaps in pay, you (your wife) should be able to explain the same and also provide the supporting papers from the employer mentioning why the break in timeline. If all this is explained at the first instance(with supporting documents) then there is every chance of visa issuance without 221(g).
