First time H1B stamping

Hi,

I have done my Masters in Computer Science in 2011 and I worked on OPT for 2 years. I changed my status from OPT to H1B in October 2013 and I am planning to get my first H1B stamping. Is Canada or Jamaica best spot to go for the stamping or I need to go to India (my Home Country) for the first time stamping? My consultancy's visa rank is 1996 . Please advise.

I really thank a lot for the advise. As my employers visa rank is good . I have good chances of getting the stamp? Can I get the stamp on the spot in Canada? or they will mail the stamped passport to my home address?
