Urgent - Currently on H4, H1 approved. Travelling to India.

My wife is currently on expired H4 and her H1 is approved, which will start this October. Traveling to India in 2nd week of August and be back in second week of September. I will attend for my H1 Visa stamping. I'm confused if it will be ok for her to get her H4 visa stamped and be back on H4. Does she need to apply for COS to H1 after she is here?

Why cant she go for H1 stamping itself and be back on H1 status its a matter of only 2 Weeks.
