Applying H1B for spouse who is on H4

Hi, I have question regarding H1B visa. I have H1B visa currently and I am planning to get married in march 2015 and want to bring my spouse on H4 and apply H1B for him. So is it mandatory to bring him to US and then apply H1 or its fine if his H1 is filed from india and he stays in India until he gets the H1 results? And until results are announced can he keep working in his previous company or he should resign during this process?

Please help.
