I was lucky enough to get my H1B in lottery for 2014.
After this I got a bigger and a better offer from another company.

Can I transfer my H1b before joining the company which has sponsored the said visa?

Do you have the approval notice? If yes, it is possible for another employer to file their petition as cap exempt.
