can OCI holder buy property through POA of H1B visa holder ?

Hi,

I am on H1B visa, came to USA 1 year back. My father & mother are both citizen of USA & having OCI (Overseas citizen of India) holder.
Before I came to USA, I brought 1 apartment in India. The apartment was not ready at that time, so I did initial agreement with the builder.
Now, the apartment is completed & builder wants to do the registration & handover.
My father is planning to visit to India next month.
So, my question is - Can I give power of attorney(POA) to my father, who is citizen of USA & having OCI card? POA will be notarized in USA. Will OCI holder do the registration on POA on behalf of me in municipality ?
