can I apply for H4 for my spouse as dependent,she got h1b rfe and is under process

Hi All,

I will be going for h1b visa stamping in next few weeks, and has the below question/doubt :
A company X had filed H1B for my wife in April 2014, but got RFE(right now under process as per company X) in mid June (as per USCIS website). Should it be a problem if I show her as dependent and apply for her H4 ? Can this lead to her H1B petition rejected, or any other problem ?

Note : We are right now in India, and has no prior USA visa with us

I dont see a negative impact to her H1 due to her going for H4 visa.
