Clarfication on H1 & H4 given 221 G slip

Hi,

I had applied H4 dependent VISA along with my husband who has applied H1B got 221G slip this year. I am also working and later my company is planning to apply B1 visa which i had not disclosed regarding my earlier H4 dependent Visa who has put on hold due to 221G. Here I need to understand,
1)whether i can able to apply B1 Visa when my earlier H4 dependent visa is on hold due to 221G?
2)If there is no issue do i need to disclose my earlier H4 dependent where my husband got the 221G query?

I would be really appreciate if any one can clarify my doubts
