how to apply H4 while H1b getting expired in 15 days

Hi,

I got you on internet. i need small info about the below query.

My H1B is getting expired on 30th Sep 2014. i want to apply H4 for my spouse. can i apply H4 for her now or i have to wait for renewal/extension of my H1B first? currently i am in India and might be travelling to USA for some project work. fyi, till now i have not traveled on this H1B
