Have H4 visa wana apply for H1B.What is eligibilty(H1B) and when to apply

Hi

I already have my H4 visa stamped.I have done bachelors in commerce and masters in computers.I also have 5months experience as a software tester.Can anybody please tell me what is the eligibility criteria for H1B.
Am i eligible to apply for H1B.
When can i file for my H1B as i came to know that 2006 quota is almost over.
Please tell me...
