OPT to H1 for 2 companies

I am currently on OPT.
I filed H1 with company A and had to join them on dec 1st.
But i got a better offer from company B and joined them on Nov 1.
Can I file a new H1 from company B ?
because i hadnt started working for compnay A yet.
Or I have to transfer in which case i dont have pay stubs.

In reality, there is no such thing as transfer.

Both H1B as independent. If you get approval from B, you can start working for B.
