Please clarify on H1B visa

I had got my H1B visa stamped in Dec 2008 on my passport from employer A. I left that employer and didnt go to US till now.
I do not have any documents other than the H1B VISA stamped on my passport (which has the EAC# as well).

Can I apply for transfer now if I get any interested employer with the same EAC# or I have to go through the random selection process again.
Please help.

Unless you can get the copy of the approval notice, find new employer, and get transfer approved before Dec 2014, you would have to go through the Cap again. As for random selection, if that happens in April 2015 , yes you would have to go through it.

Find an employer who can file a H1B petition your receipt number is enough for the new employer,he can take it from there.He has do in premium processing so you get result within 15 days
