visa interview appointment

I belong to chennai consulate area.I have got an appointment for H1B visa at chennai on feb 16.but my joining date is supposed to be in November.I have found that there are some early dates availble at Mumbai and Delhi.I have been refused J1 visa in may 2005.Do you think its wise to attempt an appointment at Mumbai/delhi
