Effects of the immigration reform on H4 visa holders wanting to work.

I am not sure how the H4 visa holders will be affected as the result of the recent reform announcements. Could someone please elaborate and help me understand? What are the new requirements to either get an EAD or get the H4 converted to H1.

It is too early to say anything as Obama didn't say anything explicitly about H4 EAD.
