H4 Visa Stamping for Kid of 16 Years

Both me and my wife and the 2nd kid has stamping on our passports but not the 1st kid (16 year old) since he couldn't go to India with us the last time we went. Is there a way to get stamping for my 16 year old without going to India? Any locations in Mexico that we can go to by car? I heard about mailing the documents to immigration and get it stamped, is that really an option?

He would have to go out of US. It should be possible in a nearby country.
