I am an Indian citizen and I am currently residing in USA. I am planning to attend my H1B visa renewal interview at Tijuana US Consulate.

Visa category and application type: H1B Visa renewal.
I Have a valid I797 with I94 valid till 11/29/2017.
However, in 2009 due to an accident I overstayed in USA for one extra day without my knowledge. I left the country immediately as soon as I Knew about it and attended the visa interview in India. After which I have received 2 successful i797 petition approval. Since I am currently in status and I am applying for a visa renewal in the same category am I qualified to attend visa interview at Tijuana, Mexico or the below rule contradicts it?
Applicants who have been out of status in the U.S. having violated the terms of their visas or having overstayed the validity indicated on their I-94s.
Again, the above situation was in regards to my old H1B visa in 2009 which was resolved. I am currently maintaining my status successfully.
