Apply H1 visa under F1 CAP

Hi,

I completed Master's at CUNY and worked with OPT visa. During this period i did not file for the H1B visa, I came back to India after completion of OPT.

Its been 3 years my OPT has expired. My query is Can I apply for H1b under F1 CAP as I completed my Masters in STEM Degree
