H1B with masters in US

Hi,

I am currently working on an L1B visa. In December 2014 (last year) I graduated (MBA) studying part time. My current employer wants to apply an H1B for me and they want to use the 20K additional quota for masters students. I want to know whether this quota is limited to full time MBAs or ones with an OPT? In my case, as I did a part time MBA on L1B, I do not have an OPT.
