H4 visa process for an individual with H1B filing done

Hi,

It would be great if someone can help me with answers for the below questions.
I am getting married in the second week of march 2015 & am planning to apply H1B for my spouse from India on 1st April.
I am also planning to apply H4 for my spouse once the H1B filing is done, so that he can come & stay with me in the US even before his H1 gets approved/rejected.

1. Can an individual apply for 2 visas at the same time?
2. Will there be any problem with the above mentioned process that i thought to follow?
