Can I change employer after H1B approval but visa not stamped

I came to US on L1B visa for my current employer, last year they applied for my H1B. I got the H1B approval but so far I could not go out of U.S to get the H1B stamped.

So my question is that can I change employer on my approved H1B or I must need to get H1B stamped in my passport before I apply for another employer?
