H1B extension using I140 form last employer

Hi,

I have I140 approved from my last employer and of the 6 year period of H1B I had 3 weeks unused. i.e. I had H1b approval from 1st Oct to 23rd Oct 2013 but I never used this H1B. Now can I get 3 year extension on H1B with new employer using old H1B and I140.
