  • Interview waiver program eligibility for H1B

I was filling all the forms online to appear for H1B visa interview for stamping. During the dropbox questions I'm stuck on the two questions regarding prior visa outcomes. The two criteria are:

    1. My prior visa is not annotated "Clearance received"
    2. You have no refusals for a visa in any category after your most recent visa issuance.

In my case in year 2011 I got 221g pink slip in Delhi consulate, my visa got approved in 4 months and when I received passport the visa stamp was annotated with "Clearance received". But in year 2013 I again appeared for an interview and this time visa interview cleared and I received normal visa without annotation. Now I'm planning to visit India April again.

Should I answer yes for question 1 (does prior means last stamping which I had in 2013 or any visa stamp before this stamping).

for question 2, how can someone has refusal after most recent visa issuance. does visa issuance refers to most recent visa stamp or I-797 approval notice.

I think the answer for question 2 is yes. But I'm confused for question 1.
