H4 to F1 Conversion

Hi,

I am right now on H4 visa. My Husband is on H1B. I am also looking for some good course through good university.I am already a Post graduate.Is it possible to convert H4 to F1 WITHOUT going back to India for stamping and continue studies here only and get OPT after 1 year.

I also read somewhere else on the forum that In case of going back to India for stamping purpose,since this education will be only for the purpose of employment, I can run into issues with visa office. I have no problem studying again, but I don't want to spend much and want to increase my chance of getting H1.
can anybody suggest me any good accredited courses that are within $10000 per year.
Does anyone know how soon can I get CPT after ;joining such course?(before Jan 2016)
Any guidance or help will be greatly appreciated

Yes, you can change from H4 to F1 while in the U.S.
I believe you can only get CPT after one year of full-time studies.
You may get OPT only after you graduate.
