Multiple H1B Visas

Hi,

My brother is working for a company "A" and for more chances for lottery, he is planning to approach a company called B(This company is no way related company A). Is USCIS monitors multiple H1B entries. While surfing in internet i see some people say Yes(can apply multiple times) some say No(USCIS rejects both petetions). Which one is correct? Will there be any problem if multiple petetions are filed to an employee from multiple employers(independent companies).

as long as the employers are different and the positions are different, N number of petitions can be filed for the same employee.
