I'm filing my H1 this year.
For the lottery, does it matter if I'm filing it in Premium?
Is there a better chance that my petition will be picked in lottery if it's done in Premium ?

Filing in premium does not improve your chances at the lottery. It does improve your chances of getting notified earlier whether your petition has been shortlisted or not.
