Green Card Application while H1B transferring

Hi,

I am currently on H1B Visa. Recently, I got a new job offer and the H1B transfer is in progress (initial receipt received). My question is, can they (new employer) start my green card processing while the H1B transfer is in progress or they have to wait until my H1B transfer completes for it?
