Reviving H1-B

I was issued a H1-B visa few years ago. I worked for 10 months and switched to student visa. I did my graduation and got an EAD + STEM extension. EAD is now ending in 2 months. Can I revive my older issued H1-B.
Whats the timeline, cost and process to get the visa?
