H1 Transfer to new employer from different country

I currently work in US on H1 visa. If I am getting an offer to join in India from Indian MNC who operates in US too for various clients, can the new employer file H1 transfer once I reach India (or) H1 transfer should be filed when I am with my current employer (or) H1 transfer cannot be applied after I reach and join their Indian office. How does No-cap petition vary from H1-Transfer.

No cap petition and H1 transfer are both the same. In fact the layman term of H1 transfer is nothing but the next employer filing a Cap exempt petition.
