H4 to H1 Transfer

My wife is coming to US by end of Jan 2006 and i am planning to apply for her h1 in april 2006 when the visa quota opens. I have couple of questions

1) Is there any specified amount of time after which i can apply for her H1 ?

2) If i apply her H1 in April and the approval for her h1 comes, is it possible for her to start working at once or she can not work till Oct 2006 ( when visa cap closes)

I would appreciate if somebody could help me with these 2 questions

NO.SHE CAN APPLY AS SOON AS THE QUOTA OPENS IN APRIL

SHE CAN ONLY START WORKING IN OCTOBER
