H4 EAD to H1B: Is it allowed for the employer?

I have an H1B and an I-140 approved
My wife is now able to get an H4-EAD considering this rule:

USCIS Director León Rodríguez announced today that, effective May 26, 2015, the Department of Homeland Security (DHS) is extending eligibility for employment authorization to certain H-4 dependent spouses of H-1B nonimmigrants who are seeking employment-based lawful permanent resident (LPR) status. DHS amended the regulations to allow these H-4 dependent spouses to accept employment in the United States.

If my wife gets hired under this H4 EAD (in an architect firm as a full time employee) , is it possible for her to get an H1 visa and is it possible for the employer to apply for an H1B for her.

The reason I want this is because I may want to switch jobs and my I 140 will get revoked and I don't want her career and job visa/EAD to get affected on my I140 status.

Is it even allowed for an employer to sponsor an H1b for an H4 EAD employee?
