H1b Visa Transfer Without Approval Notice I797

Hi,
I had my H1B I-129 Petition approved on August 2013 and valid until August 2016, but I did not get stamp on my passport. I dont have approval notice from the employer(my employer did not give) but I have petition number. My question is that can I tranfer my H1B to another company without approval notice I797. Can a new employer use just the approved receipt number of original petition to H1b transfer ie. without an I-797 approval notice?
